    "content": "Mr. Temporary Deputy Chairman, Sir, I beg to move:- THAT, Clause 3(b) of the Bill be amended by deleting the definition of the term \"employer\" and substituting therefor the following new definition- \"employer\" means any person, including the Government, who employs or has employed an employee and where appropriate includes- (a) an heir, successor, assignee or transferor of an employer; or, (b) an agent, director, manager or employee authorised to represent an employer\". Mr. Temporary Deputy Chairman, Sir, the Bill is making reference to an Act which is non- existent."
