    "content": " Mr. Temporary Deputy Chairman, Sir, I have no quarrel with what is shown in (a), but, in (b), the question is whether a manager can be an employer, unless he is authorised to represent the employer, so that we avoid transferring the responsibility of an employer to employees. I think the way (b) is, it is not very clear that the manager will be authorised. Why not delete and write \"or any person authorised to represent an employer\". Then it would be clearer that it is any person authorised. May I, with your permission, propose a further amendment to the amendment that we delete the word \"manager or employee\" and in its place state \"any person authorised to represent an employer for the sake of clarity, so that we do not assign responsibility to other employees?"
