    "content": "Clause 4 reads as follows:- 4.(1) this Act shall not apply to- (a) the armed forces or the reserve as respectively defined in the Armed Forces Act; (b) the Kenya Police, the Kenya Prisons Service or the Administration Police Force; and, (c) the National Youth Service, but subject to the foregoing, the Act shall bind the Government. Because all those are arms of the Government, we do not need to apply them here. That is because the Government does not have to head into trade union business and, therefore, we want to say the whole of this clause be deleted."
