    "content": "Mr. Temporary Deputy Chairman, Sir, I see the wish of the House that a Board appointed by this House, in so far as we are passing the Bill today, should not be seen to be above Parliament. That is exactly what this particular section is trying to do. It says that a Board can overrule what Parliament has passed! I oppose this particular amendment by the Minister, and support the view that the whole section be deleted."
