Whereas the Secretary to this Board could naturally be the Commissioner for Labour, we feel that the Commissioner for Labour has far too many responsibilities. It would be a very heavy responsibility for the Commissioner of Labour to act when he is already overburdened with responsibilities. So, I would like to disagree with the hon. Member."
