    "content": "Mr. Speaker, Sir, I was saying that the only way to get out of this problem is for us to centralise recruitment, so that we do not insist that we have to recruit teachers from our September 18, 2007 PARLIAMENTARY DEBATES 3967 own villages. If as a Member of Parliament I want to recruit teachers from my village, I should pay them personally from my own salary. If we want teachers to be recruited by the Government of Kenya, we must not expect them to come from our villages."
