    "content": "Mr. Speaker, Sir, it depends on how you define equity. If equity is in terms of ensuring that specific districts recruit more teachers, it is quite different from whether or not, you will be equitable in terms of how you treat candidates irrespective of where they come from in this country. When you say you have to recruit from your village and discriminate against young people from anywhere in Kenya who have the qualifications, I think we cannot pretend to want to be Members of a National Assembly and still want to be local when it comes to employment. To me, equity has got to do with whether or not Kenyans get an equal chance of employment. This is what we must preach as Kenyans."
