    "content": "Mr. Deputy Speaker, Sir, Mr. Karaba knows that there are many institutions which are collaborating with universities that are not constituent colleges of universities. I answered a Question here on this matter before. The point is that universities can collaborate with institutions, but it is up to the Ministry, and the Government to gazette institutions as constituent colleges of universities before they can gain university status. So, collaboration with a university is not a guarantee that the institution will gain university status.
