    "content": "Mr. Deputy Speaker, Sir, I rise on a point of order, on behalf of the Fiscal Analysis and Appropriations Committee, which seeks a Ministerial Statement from the Leader of Government Business, in his capacity as the Chairman of the House Business Committee, on the fate of the Fiscal Management Bill, 2007. In the recent past, the Minister for Finance has been quoted extensively in the media commenting on matters related to the Bill. This has raised concerns, and the Bill has already gone through the Second Reading, and is now awaiting the Third Reading. Mr. Deputy Speaker, Sir, as you know, when the Budget was being discussed, many hon. Members did not participate aggressively and, invariably, absented themselves. This is attributed to the fact that many hon. Members did not participate in the Budget-making process. Even when they brought amendments and contributed to debate, those amendments and contributions did not, of necessity---"
