"content": "Order! Can you sit down! It is very strange how Ministers want us to handle the business of the House. The relevant committee was given seven days to deal with the Bill. It was during that time that discussions ought to have taken place. In this case, if the Minister has any issues with the Bill he should bring them to the Committee Stage, possibly move amendments to the Bill and ensure that he achieves what the Ministry wants to achieve in that Bill. I really do not understand, because the Bill went through the Second Reading. It was concluded in the Second Reading. Therefore, there is no question of saying that it cannot go to Committee Stage because there are issues. The issues should be raised at the Committee Stage. This is as far as procedures of the House are concerned."
