    "content": "Secondly, I also want to tell the Deputy Prime Minister and Minister for Finance that it is good that we have passed the Appropriation Bill, but we have had so many hiccups. When it comes to Budget preparation next year, I can assure him that we will follow the Constitution to the letter.
