    "content": "Mr. Temporary Deputy Chairman, Sir, I beg to move:- 3944 PARLIAMENTARY DEBATES September 13, 2007 THAT, the provisions relating to the Public Officer Ethics Act be amended- By deleting the proposed amendment to Section 35(6). Mr. Temporary Deputy Chairman, Sir, the proposed amendment to Section 35(6) reads:- \"After an investigation by the Kenya Anti-Corruption Commission or by another body pursuant to a reference by the Kenya Anti-Corruption Commission, pursuant to Section 3, the Kenya Anti-Corruption Commission shall make its recommendations thereon to the person or body that exercises disciplinary action.\" Mr. Temporary Deputy Chairman, Sir, surely, if you are employed by the Teachers Service Commission or the Public Service Commission and they have found you wrong, why should they recommend to another body to take disciplinary action against you? I thought they should take disciplinary action against you immediately they find you wrong. This amendment actually creates loopholes and interference. I beg to move."
