    "content": "Mr. Temporary Deputy Speaker, Sir, the issue of water is a very serious security matter. If pastoralists down stream find there is no water in the next few years, they will go up stream and force themselves into the agricultural land that is irrigated. I would like the Minister to deal with this matter as a very serious security matter. It is also a very serious political matter. It is not just failing to get water, it is also a matter that needs very serious consideration. The Government should, therefore, take it very seriously."
