Mr. Temporary Deputy Speaker, Sir, you will notice that, from what the National Disaster Operation Centre is supposed to do, there is no comprehensive policy framework. There is no effective management plan to manage disasters in this country. Furthermore, there is no adequate budgetary provision for disaster management. Other countries take disaster management very seriously. There is proper annual budgetary provision and strategic plan. There is a proper and effective policy framework, all that is lacking in this country."
