    "content": "Mr. Speaker, Sir, for the information of hon. Members, an inquest is normally carried out by a court of law and not the police. The police will take the file before the courts. It is the magistrate who will hear the evidence and come to a conclusion as to whether the use of force was reasonable or not. So, it is an independent tribunal and not the police who will carry out the investigations. I would also like to bring to the attention of hon. Members the fact that the police force does monitor the use of force even when there is no complaint. When there is a complaint, the matter is looked into. Where it is merited, disciplinary action is taken. The police do not condone use of excessive force."
