    "content": "Mr. Temporary Deputy Chairman, Sir, I would want to urge the Ministry to do something about fisheries development. This is because I do not know what this Ministry does on fisheries development other than going round meeting fishermen and asking them about a few of their problems. Mr. Temporary Deputy Chairman, Sir, I come from an area which produces the largest quantity of fish in this country, both for consumption in Kenya and export. There is nothing that the Ministry is doing to develop even the quantity and quality of fish that we have. So, I just want to know whether the Ministry is planning to develop fisheries instead of merely just occupying offices."
