The Minister actually said that at the time when the strategic plan was put in place the idea was to entail a permanent constituent college, so that they separated the different faculties. But over a period of time, she admits that a new development is there, and Chepkoilel is now destined to become an independent university. At the same time she says that the faculty has to be moved from Moi University, which is the mother institution, so that the mother university can restart the same faculty, or school, if it feels like doing so. Much as we would all want to understand, to me it sounds very strange that a university that has started something that is going to have an institutional memory, and that will want to develop a school over the years will relocate it somewhere else and then it becomes an independent institution that will be separate from the mother institution."
