    "content": "Mr. Speaker, Sir, the Question was on too many pupils and too few teachers. The situation does not seem to be changing. Could the Ministry consider a policy change where they can use retired teachers, who retire very early, and also the Form Four leavers who are just sitting at home with no jobs? They can work as volunteers."
