    "content": "Mr. Temporary Deputy Chairman, Sir, I beg to move:- THAT, the provisions relating to the Limitation of Actions Act be amended by deleting the proposed Subsection(2). Mr. Temporary Deputy Chairman, Sir, we got very worried about the requirement that a law should apply retroactively. The Constitution gives us guidance on this. In criminal matters, you cannot apply the law retroactively, but in civil matters you can do so. We would have preferred the court to be guided by the Constitution instead of us putting this very dangerous clause in the Limitation of Actions Act. That is the rationale of this amendment."
