    "content": " Mr. Temporary Deputy Chairman, Sir, the Mover has correctly stated what the law is, which is, that the Constitution that we have permits retroactive legislation except where that legislation will create new offences. The Limitation of Actions Act does not apply to criminal offences, Penal Code and so on. It just applies to civil matters which the Constitution permits this House to enact retroactively. So, we cannot be opposed on the grounds that it is unconstitutional. The amendment is very constitutional. Therefore, I oppose the amendment."
