    "content": "Mr. Temporary Deputy Chairman, Sir, I beg to move:- THAT, the Penal Code be amended by:- b) deleting the proposed new Section 102A and substituting therefor the following penalties: 102 A. A person convicted of an offence under Sections 99, 100, 101 or 102 of this Part shall be liable to a fine not exceeding one million shillings or to imprisonment for a term not exceeding ten years or to both.
