    "content": "Mr. Deputy Speaker, Sir, the problem of power outages is experienced all over the country. While I appreciate the reason given by the Assistant Minister, previously, whenever there was going to be a shut-down, the Kenya Power and Lighting Company (KPLC) would issue an advertisement in the local Press that, indeed, there will be blackouts in certain areas for certain hours within certain days. Why can the Ministry or KPLC not continue doing the same, given that these outages have caused a lot of untold suffering to many people?"
