With regard to the criteria, first of all, across the board, we allocate funds to constituencies depending on the requests that are given by hon. Members. We allocate money without any conditions. Secondly, where we have funding from other donors and the project has been identified depending on where those markets are, the lines are given. Therefore, the power lines must pass nearby. That is the criteria we use."
