    "content": "Mr. Deputy Speaker, Sir, one of the reasons why there are very many pending cases is the inability of land dispute tribunals and land control boards to operate fully. One of the reasons behind this poor performance is that there are no sitting allowances and any other payments which are currently being received by these two bodies. Secondly, there is also lack of training opportunities for their members. Could the Minister inform the House what the 3638 PARLIAMENTARY DEBATES September 4, 2007 Government is doing to ensure that, one, these people are trained properly, and two, payments are made in time, so that they can deal with these land cases?"
