But in terms of the inquest file relating to the accident, it was closed with no one to blame. In terms of what measures we will be taking as a Ministry, we are advising the family to seek civil remedies in terms of the compensation. The compensation is not from the Ministry. If the family has gone ahead and started that process, then that is the procedure as it should have been."
