    "content": "Mr. Temporary Deputy Chairman, Sir, I think we are in a big problem, because a Committee meets, calls relevant Ministers and makes a very comprehensive report, which the House usually agrees with because they take a lot of time to interrogate some of these things. When it comes, and it is laid before the House, we expect that the Clerk takes it up so that, by the time we deal with the amendments, at least, it is on the Order Paper. But in a situation in which it has not been included, then we have to deal with this matter as a matter which is not provided for in the Standing Orders, and make a resolution that the proposals in the Committee be treated as part of the Order Paper, so that we can deal with them."
