While I appreciate that according to the Standing Orders the amendment should have been approved by the Speaker before 2.00 p.m. I want to draw the your attention to the fact that the report of the Committee, which I also belong to, had already been tabled before this House and is, therefore, the property of the House. The only complication is that some of the contents of the report, which has already been tabled, was omitted while the Order Paper was being prepared. Would it not be right that, since a report which has already been tabled is a property of the House, it should be construed to have been sufficient notice, so that we can actually move amendments from the Floor of the House?"
