    "content": "Mr. Deputy Speaker, Sir, I want to thank the Mover for coming up with this Motion. The Motion is very good and laudable, but it is seeking to introduce a legislative framework. I think it is imperative for the Government to support this Motion by developing a policy framework upon which the legislation will be anchored. As you have heard, even from the Vice-President and Minister for Home Affairs himself, the current interventions are, in a manner of speaking, very haphazard. The way assistance is offered to those who are affected by the HIV/AIDS scourge cannot be described as structured. Therefore, I would like to support this Motion and hope that the Mover will have enough time to develop the legislation alongside the Ministry's framework. With those few remarks, I beg to support."
