    "content": "Mr. Speaker, Sir, in part (c) of the Question, the hon. Member asked what measures the Assistant Minister is taking to stabilise education management in the district. I think she has tried. In Teso, for instance, for the last five years I have been a Member of Parliament, we have had five DEOs. We have been unable to stabilize because of that. We have complained to the Ministry and the Provincial Director of Education (PDE), but corrective measures have not been taken. What policy do you have with regard to the transfer of DEOs in the districts? It would be better if they stayed for even four years. That is because they are the managers of education in the districts."
