As you have already heard, I have no knowledge of any particular procedure to compel the Minister to do what he must, which is to actualise what this National Assembly has enacted. There is really no procedure. As I said, if the President were to veto or to decline to assent to a Bill, there is a procedure to do that. He is entitled to that under the Constitution and it was expected that in certain circumstances, the President should do so. I do not think the framers of our Constitution ever envisaged a situation where a Minister would veto both the House and the President!"
