    "content": "You do not become a judge of the Court of Appeal to become a policeman! We would not need the Director of Kenya Anti-Corruption Commission (KACC), if the police were sufficient! We created that body because we thought the police could not do that job. We needed somebody who is more qualified. We paid him a little more than the policeman. When we pay a policeman Kshs15,000, we pay him Kshs2.5 million because he is eminently qualified! Then, he comes here and says the following:- \"The provisions of the Criminal Procedure Code, the Evidence Act, the Police Act and any other law conferring on the police the powers, privileges and immunities necessary or expedient for the detection, prevention, investigation and prosecution of offences--- apply to the Director--- The powers shall go to him\""
