We are at a loss because, unless I am wrong, I thought he is an Assistant Minister in the Ministry concerned; the Ministry of Higher Education, Science and Technology. Besides that, he is an Assistant Minister in the Government and he is now coming to lament the inability of the Government. The Chair has ruled many times that the Government has no business coming to lament here. The Government is here to give us solutions and not lament. Is he in order to do that?"
