"content": "Mr. Temporary Deputy Speaker, Sir, I agree with the hon. Member. I think it is important to deeply de-localise the management of schools. But let me also say that, sometimes, we are to blame for the fact that, teachers teach in our local schools. That is because, often, politicians and communities would insist that they want a certain person to head schools. One example is the current recruitment of teachers. In many local schools, most Board of Governors where Members of Parliament also sit, insist on recruiting their local teachers and yet, there are others from other parts of Kenya who are qualified. So, one of the policies that we want to implement is to de-localise management of secondary schools to ensure that--- It will be like the old days where missionaries came from England to run schools many miles away from their homes. They really spent time on their professional duty, which was teaching. That is one of the areas that we are considering very seriously. We hope to get the support of all us, including Members of Parliament, to ensure that teachers--- If you are principal of a school, you are not held by other responsibilities outside teaching, just because you are teaching in your local home area."
