Therefore, the Water Services 3338 PARLIAMENTARY DEBATES August 22, 2007 Trust Fund is a grassroots fund for the communities. Communities can initiate proposals to the Fund for funding on the basis of cost sharing. Therefore, it is independent of the CDF. Regardless of whether the CDF is doing something in that particular sector or not, communities have access to this Fund."
