"content": "That is really important. It underlies what I am going to say. Mr. Temporary Deputy Speaker, Sir, I was in the House in 1998, and I am still here now. The issue of water causing havoc in Budalangi was articulated in this House very ably by the late Mr. Okondo, followed by Mr. Osogo. Now, Mr. Wanjala is talking about water. I also think that his re-election to this House will revolve around water. I do concur with my colleague, the Minister for Planning and National Development that, surely, we have intelligent people in this country. We have good engineers in this country; people who love their profession. Surely, they can see, over the years, what reports have been there; what hon. Members have been saying and, actually, come out with a solution that will solve all those problems. Mr. Temporary Deputy Speaker, Sir, I am saying that because in Kwanza, water has invaded our houses and people have moved away, just like they are doing in Budalangi. There, the problem is from Mt. Elgon, with Sabwani River passing through my constituency. In the old days of the mzungu occupation of Trans Nzoia, that area of Namanjalala, Zeya and Amuka was a wetland. Therefore, there was no occupation in those areas. I think in areas such as mine, we could look at it again and say that we can move people out of those wetlands. That is one way of solving the problem. The mzungu solved it by actually making sure that the people did not cultivate in the wetlands. I think we can have that as part of our policy that, in wetlands, we do not occupy those areas. Mr. Temporary Deputy Speaker, Sir, I am now looking for food to feed my people. I am looking for blankets and mosquito nets because of that very problem. Mr. Temporary Deputy Speaker, Sir, let me also speak about harvesting of water. Of course, too much water kills us. Also, we die from very little water. We should have a policy of looking after existing dams. In my district, we have many dams that were constructed by the"
