    "content": " I think the hon. Member has got it wrong. When we are talking about payments to officers working for these boards, we must realise that the money we have is not enough. Some of the money for this purpose is raised from Appropriations-In-Aid. This is money raised from selling water by the Nairobi Water and Sewerage Company, Machakos Water Company and Kiambu Water Company. That is the money which we are talking about and it is ploughed back to pay for water services. That is why 3410 PARLIAMENTARY DEBATES August 22, 2007 there is that difference."
