The issue has to do with the payment of salaries to staff and other related emoluments in line with staff working there. It is a question of the number of staff we have there. What we are giving to Athi Water Services Board is Kshs35 million. The rest is Appropriations-in-Aid (A-in-A), that is what they raise and spend within the same. So, it has to do with the staff working there. If you compare the number of staff, they are more in Nairobi than those in Kakamega."
