He has said that he decentralised functions from the Headquarters to the Water Services Boards. On this same Item, on the Water Services Boards, last year he had Kshs55 million, but this year there is nothing, which means that this decentralisation is neither here nor there. There is no allocation whatsoever. So, he has not explained why there is no allocation for the functions I pointed out this year."
