    "content": " Mr. Temporary Deputy Speaker, Sir, I also want to congratulate the Minister and his very able team for the good job they continue doing in the country. We can all see it as there is water being given almost everywhere. However, I would like to urge the Minister to intensify programmes to train communities on how to manage water. This way, we can get the effects on the ground. I thank the Ministry because they are doing a very good job. I hope they will take the City on board. I think they have left it too much on the Nairobi City Council (NCC) and we are getting a raw deal."
