    "content": "Thank you, Mr. Temporary Deputy Speaker, Sir. I take this opportunity to congratulate the Minister for Water and Irrigation. I would like to add that he should have more money, so that he can come up with more irrigation schemes as a poverty reduction strategy. Mr. Temporary Deputy Speaker, Sir, the water service boards should come up with work- plans, and consult hon. Members within their areas. That way, we can agree on what should be done. We can also see what they are doing. To date, I have not seen what the water services board in my area is doing."
