    "content": "Thank you, Mr. Speaker, Sir. You heard the Assistant Minister state, clearly, that the market will be redesigned, yet the design has already been done. The Assistant Minister knows very well that when we give a contractor a job, there must be performance bonds and bid bonds in order to cover the costs in case the contractor fails to do his job. What will the Assistant Minister do to ascertain that the performance bonds are withdrawn from his contract? The proceeds from the performance bonds will enable the Ministry to invite fresh bids and award the tender to another contractor to do the works."
