"content": "I will do that, Mr. Speaker, Sir. I was saying that, as far as the boreholes which we were promised are concerned, my constituency only got two. There are other constituencies where no boreholes have been sunk. I would like to request the Minister, now that the Ministry's budget has been increased by 70 per cent compared to the previous financial year, to make sure that an equal number of boreholes are sunk in almost every constituency. There should be no favouritism. Let us be transparent. If hon. Muturi's constituency receives five boreholes, let August 21, 2007 PARLIAMENTARY DEBATES 3301 mine also receive five. His constituency should not receive 15 boreholes when the rest are receiving five of them. That is really bad. That is why we have examples of places like Nyeri, which has been allocated Kshs1.5 billion when some constituencies have only been allocated Kshs12 million. That is a serious disparity. That does not only apply to the Ministry of Water and Irrigation. It is almost in every other Ministry. This is what has been happening. I would like the Minister together with his team to continue looking at things fairly. We really appreciate what they did during the last financial year. We would like to see even more and better services from the Ministry."
