    "content": "Mr. Deputy Speaker, Sir, some of the most important factors that are considered are the flow of patients into those institutions, the disease patterns, epidemics such as malaria and so on. If the population that needs treatment is big, the Ministry has to respond by doing just that. To promote or improve the standards of that facility to a certain level, it means more funding is pushed to that facility through the Exchequer. That is exactly what we are doing. It also means that we need more personnel, drugs and so on. It is true that, if there are no funds to do certain facilities now, the Ministry cannot just do it!
