    "content": "I know we have a challenge but the challenge is not about teachers but the overall economy as well. Whereas I am ready to continue to engage and discuss with the union, this House and the Budget Committee--- The chairman of the Budget Committee is sitting here. We went through the issue and discussed it. We also agreed that this is an issue that requires further discussion. That is something that we have agreed on. We need to continue deliberating on this issue because we know the challenge. As Treasury we are ready to do so but I am appealing to the same teachers; that let us not let the children suffer when they are going through exams. This is an issue that we must discuss. The shortfall of teachers is 76,000 teachers. How are we going to get there? Why can we not dialogue? This is not just a question of allocating money that we do not have. I plead with this House that we handle this matter in a mature and cool manner. We should handle it in a manner that allows us to be able to actually find a solution not just for a short-term but long-term."
