    "content": "(Mr. Moroto): Thank you very much, Mr. Temporary Deputy Speaker, Sir, for giving me this chance to air my views on this important Motion. The lives of Kenyans lie in the hands of this honourable House. First and foremost, I would like to thank the Minister of State for Public Service for what he has done. This is a Public Service Week where the public meets their servants or heads of departments directly. Yesterday, I was in Kapenguria Town and many people in that area were able to mingle with the police, Officer Commanding Police Division (OCPD) and the military officer in charge of Kacheliba Barracks. It was a wonderful day where the public had an opportunity to ask various questions. They were given answers by those who are concerned. That shows that, if we continue at that rate, this country will be in a better position in future. Mr. Temporary Deputy Speaker, Sir, I am also concerned with what Mr. Serut raised. I would like to say that it is not the Government which is not working. Personally, I would like to say that the Official Opposition in this House is dead! The reason is that people are being killed in Mt. Elgon District. The other day, the Uganda Peoples' Defence Force (UPDF) came 26 kilometres into Kenya and killed Kenyans. None of the people from the other side of the House visited that place! You are the voice of Kenyans! You are the people to go and ask: \"What is happening?\" But their work is only to shout in this House!"
