    "content": "Mr. Deputy Speaker, Sir, when we talk of over-abstraction, it is more about the riparian countries downstream, starting with the ones which are generating power using the water from Lake Victoria. These are countries like Uganda, the Sudan and others downstream. However, what we are doing, as the riparian States, we have been meeting and discussing this matter. We have come up with a commission, which will be dealing with issues of Lake Victoria to regulate the use of the waters, not only the outflow but also the inflow, which has also been affected by destruction of our catchment areas."
