Seemingly, this is a game. He always tenders the lowest so that he is given the job because he knows that he is not going to do it and he will get away with it. Could the Assistant Minister tell us the contractual works that he was given because I am sure that he will not do the job on the ground? What works is he supposed to do? I see him putting sandy soil on the road."
