    "content": "Mr. Speaker, Sir, the problem we have in Kenya, particularly with our August 15, 2007 PARLIAMENTARY DEBATES 3215 country is braindrain--- After the scientists are trained they take off to other countries and capitals in Western Europe and America. What measures is the Ministry taking to ensure that as soon as our scientists are trained, and they have spent a lot of money from our taxpayers, are retained in the country, without them necessarily moving out because of poor pay?"
