    "content": "Mr. Speaker, Sir, we have already explained that up to eight colleges are being upgraded to constituent colleges. They will admit our children. You do not have to be a fully- fledged university to begin to admit students. You can be a constituent college and that is August 15, 2007 PARLIAMENTARY DEBATES 3217 happening. However, we will go to the next step of upgrading more of these institutions to university status. As of now, we are still accommodating more students."
