    "content": "asked the Minister for Energy:- (a) whether he is aware that on the night of 27th November, 2006, a major fire outbreak occasioned by electric surge following a power blackout occurred on Plot No.1432/42 in Homa Bay Municipality causing extensive damage to property; (b) whether he is further aware that the victims have not been compensated despite their application to Kenya Power and Lighting Company Limited on 19th February, 2007; and, (c) what action he has taken to ensure that the victims are compensated and to deal with frequent power surges and blackouts in Homa Bay Town and its environs."
